The NRCA delegated management
for the Park to the Montego Bay Marine Park Trust in September 1996
under an innovative co-management policy adopted for Jamaica's 5
National Parks and Protected Area system.
Established in 1991 as
a non-profit, limited liability company, the Montego Bay Marine
Park Trust is an environmental Non-Governmental Organization (NGO).
A membership organization for Friends of the Park, with an elected
board of directors, it was incorporated to manage funds for the
Montego Bay Marine Park and govern policy.
With delegation, the
Montego Bay Marine Park Trust made the commitment to implement sound
management programmes and ensure that staff were equipped to get
the job done. Funding for the pilot project had ended and the Government
of Jamaica promised its full support- but could only give limited
financial assistance.
The Montego Bay Marine Park Trust embarked on programmes for increased
effectiveness. A Five Year Management Plan for the expansion of
the ongoing Science, Education and Enforcement programmes and a
business plan which outlined costs for equipment and personnel requirements
were prepared.
